Project Quantity Surveyor (Highways / ICP & EV)

We're delighted to be working with a leading contractor in the highways and infrastructure sector to find an experienced Project Quantity Surveyor to join their ICP & EV team.

This is a key commercial role, responsible for managing costs, maximising recovery, and maintaining strong relationships with clients and the supply chain across live projects.

Key Responsibilities

Act as the primary commercial contact on site, advising project teams on contractual and financial mattersEnsure accurate cost and value reporting, monitor WIP, and identify risks with mitigation strategiesProcure and manage subcontractors, including tender analysis, rate negotiations, issuing instructions, and resolving disputesProcess subcontractor payments with supporting documentation and maintain compliance with conditions and key documentsMeasure works on site, maintain records, enter data into systems, and manage variations, quotations, and income agreementsTrack certifications, payments, and resolve disputes efficientlyPrepare monthly CVR reports, forecasts, accruals, and maintain liability and recovery reportsReconcile receipts, manage aged debt, and support contract forecasting and controlsAuthorise invoices, ensure accurate contra charges, and maintain works management system administrationPrepare and submit client KPIs and financial reports, keeping logs and status reports accurate and up to date

About you

Proven experience in quantity surveying within highways or civil engineering projectsWorking experience of NEC and/or JCT contracts and their administrationStrong understanding of subcontract and main contract managementExcellent negotiation and communication skills, confident in client-facing situationsAbility to analyse costs, forecast accurately, and manage financial risksProficiency in Microsoft Office toolsA collaborative approach and ability to work under pressure to meet deadlinesExperience on large-scale scheme delivery with change management requirements is preferred but not essentialExperience with EV or Street Lighting is preferred but not essential

Workpack Engineer - PipingAbout the Role

We are seeking an experienced Workpack Engineer to support the delivery of a major industrial piping project.

The role involves developing and coordinating detailed workpacks to ensure engineering information is translated into clear, practical instructions for site construction teams.

Key ResponsibilitiesPrepare and manage workpacks for piping and mechanical construction activities.Review P&IDs, isometrics, drawings, specifications and engineering deliverables.Coordinate with Engineering, Planning, Construction, Quality and HSE teams.Ensure workpacks include the required materials, drawings, procedures, inspections and testing requirements.Support construction planning, sequencing and execution.Update workpacks in line with design changes and site requirements.Resolve technical and documentation queries during construction.Maintain accurate documentation and workpack records.Skills & ExperiencePrevious experience as a Workpack Engineer, Piping Engineer, Construction Engineer or similar.Strong understanding of piping installation and mechanical construction.Ability to read and interpret P&IDs, isometrics and engineering drawings.Experience preparing construction workpacks.Strong organisational and communication skills.Ability to manage multiple workpacks in a fast-paced site environment.Experience within pharmaceutical, chemical, process or industrial projects is advantageous.QualificationsHNC/HND or Degree in Engineering is preferred.Relevant construction or engineering experience will be considered.Valid Safety Passport required.Relevant site experience/certification advantageous. Project Overview

The successful candidate will join the delivery team on one of the largest planned data centre developments in Europe

The scheme comprises four data centre buildings (three at approximately 72MW and one at approximately 48MW), supported by major HV electrical infrastructure, dedicated substations, backup generation, advanced low-water cooling systems, and full campus infrastructure.

Role Purpose

The Commercial Manager will provide commercial leadership and control across a defined package or work area of the Potters Bar Data Centre campus, ensuring robust cost management, contract administration, and commercial governance throughout the design, procurement, and construction phases of this hyperscale, mission-critical development.

Key Responsibilities

Manage the commercial and contractual aspects of assigned packages (e.g. civils, MEP, HV infrastructure, cooling systems, or building shell & core) from pre-construction through to final account.Prepare, negotiate, and administer contracts (JCT, NEC3/NEC4, or bespoke forms) with contractors, subcontractors, and suppliers.Produce and maintain accurate cost plans, budgets, cash flow forecasts, and cost reports for senior stakeholders and the client (Equinix/DC01UK).Lead on procurement strategy, tendering, and subcontractor/supplier selection for assigned packages.Manage valuations, applications for payment, variations, and change control processes.Identify, evaluate, and mitigate commercial risk across the programme, escalating issues as required.Support the resolution of contractual disputes, claims, and extensions of time.Ensure commercial compliance with project governance, CDM regulations, and industry best practice.Work closely with project managers, design teams, engineers, and the client's commercial team to align commercial strategy with programme and technical requirements.Monitor subcontractor performance against contractual obligations and support final account negotiation and close-out.Contribute to monthly commercial reporting, forecasting, and board-level cost reviews.Support the wider commercial team in managing the scale and complexity typical of a multi-building, phased hyperscale campus delivery.

Candidate Requirements

Essential:

Proven experience as a Commercial Manager / Senior Quantity Surveyor on large-scale construction projects, ideally within data centres, mission-critical facilities, industrial, or major infrastructure sectors.Strong working knowledge of NEC3/NEC4.Demonstrable experience managing multi-million-pound packages, budgets, and subcontractor accounts.Sound understanding of procurement routes, cost planning, and value engineering on complex, phased builds.Experience managing commercial risk on projects with significant HV/electrical infrastructure and MEP content is highly desirable.Excellent negotiation, communication, and stakeholder management skills.Degree-qualified in Quantity Surveying, Commercial Management, or a related construction discipline.MRICS, MCIOB, or working towards chartership (desirable).

Desirable:

Prior experience on hyperscale or large-scale data centre developments.Experience working on projects requiring dedicated grid connections and complex substation/HV infrastructure.
